Our Warrington Elected Officials

Ruth L. Schemm

Member, Warrington Board of Supervisors

Hey, Warrington! I’m Ruth Schemm, newly re-elected Supervisor in 2025.

I’ve been involved in the township since 1996, starting as a member of the Park and Rec Board. Seven years later, I worked alongside other volunteers to get a $3 million Open Space Referendum approved, which helped protect 1,000 acres of township land and brought in $6.5 million in grants for trails and open space projects.

In 2018, I was appointed to the Board of Supervisors, and in 2019 I was elected. Since then, we’ve accomplished a lot, including:

  • Designing and building a new police station after two years of public meetings

  • Adding a canine unit to the Police Department

  • Securing safe drinking water for all residents by selling the Water and Sewer Authority to North Wales Water Authority

  • 3 years of no charge for monthly water bills

  • Completing all phases of Lion’s Pride Park, which is now recognized as a PA destination park!

  • Adding miles of trails toward the goal of “Walkable Warrington Neighborhoods”

My faith has always inspired me to lead with compassion, integrity, and a deep commitment to building community. I believe in the power of dialogue and I work to find common ground across party lines to create solutions.

I’ve had the privilege of learning from many people throughout my education and career, including working as a health professional in Philly and later as an educator and administrator at 3 universities. I’ve served in leadership roles at the local, state, and national levels.

Right now, I’m the Chair of the Board of Directors for a non-profit focused on equine-based, out-of-school programming. See https://worktoride.net/media-news/

I ran again because I believe in good government: listening to residents, finding solutions, and working together to create a shared vision for our future. I’m committed to serving Warrington residents and making sure everyone has a voice in the process.

Andrew Macaulay

Member, Board of Supervisors

While I am originally from Dublin Ireland, my family and I have proudly lived in Warrington for the last 18 years. In 2004, We moved here from Arkansas, and chose Warrington because of the quality of our schools, the wonderful parks, vibrant community and overall quality of life.

From a formal education standpoint, I have a BS in Accountancy from Trinity College Dublin (Dublin University), and an MBA from the University of Arkansas. From a work vantage point, I originally worked in corporate finance, then over 20 years of experience in sales and category management for major manufacturers such as The Hershey Company, Unilever, and Advantage Sales and Marketing for Church and Dwight both in home office and customer facing roles. As a result, I can call on my deep background in analyzing data, trends & consumer shifts to identify strategies to drive growth.

Since moving here to Warrington, I have been very involved in volunteering, including as a director for Warrington Soccer Club for over 7 years in the roles of intermural director & registrar. In those roles I coordinated the recruitment of coaching volunteers. I managed the intermural soccer schedules, picture day, and the implementation of the new state mandated risk management screening requirements starting in 2009. As registrar, I set up the new registration process after changing vendors & ramped up the need-based scholarship program. This is in addition to the automatic scholarship for children of active military service members.  I was also the registrar for Girl Scouts in the local area for 2 years, leading to an increase in recruitment within the 36 troop area.

I’m excited to be a Supervisor to take my community service to the next level. I believe a good government is one that works for the people with transparency, accountability and a bias for action. As your Supervisor I will always listen and put your needs first.  Of course, I will support our police, EMTs, First Responders, as well as our teachers. We have seen a lot of changes over the last few years, and I personally would like to see us grow in a way that avoids over development and crowded roads.

Millie Seliga

Tax Collector

Millie is a well-qualified Tax Collector. We know because she served as our Tax Collector from 2018 to 2021 and was lauded for:

  • Helping residents to get the homestead exemption who were not previously getting it.

  • Responding within 24 hours to inquiries by Warrington residents and outside agencies. Even during Covid, she was available by phone and maintained an online presence through her website and reopened her office as soon as it was allowed.

  • Keeping such exceptional records that her audit for 2019 to 2021 with the County lasted a half day and yielded only a mention of separation of responsibilities, which is difficult with a small office. Otherwise, her records were impeccable.

Millie’s competence is indisputable:

  • Certified PA Tax Collector Status 2019 to 2022

  • Graduated Summa Cum Laude BBA Accounting Temple University

  • Member-Bucks Co. Tax Collector Association 2018-2024

  • Several Years’ Accounting Management Experience

  • Currently serving as: Financial Supervisor Tax at a Fortune 500 Company

Millie’s dedication to our community is proven:

  • She has served as the liaison to the Veterans Affairs Committee, The Historical Commission and the Police Department during her time as a Warrington Twp. Supervisor. Over the last 10 years, Millie has never missed the Veterans Ceremony held each Memorial Day Weekend.

  • She regularly participates in community events and activities such as attending open houses at the Old School House and joining the Environmental Advisory Council’s birdhouse construction event. She is a supporter of Warrington Cares which gives back to those in the community through scholarships and local causes.

Seth Gansman

Warrington Auditor

Hello neighbors. I am Seth Gansman and I I have lived in Warrington since 2004. I have been ACTIVELY involved in the township since at least 2015 and was first elected to the three-member township Auditor Board in 2019.

Working with my fellow auditors (from both parties), we help review completed budgets and township audits, ensuring that our residents tax dollars are accounted for.

My background in finance/accounting and auditing has prepared me to understand these highly detailed reports.

Previously I was president of my development’s Homeowners Association for nearly nine years. I assisted in reviewing monthly budgets, reviewing HOA rules and reducing expenses throughout the community.

I have been married to my high school sweetheart for 21 years and have two wonderful children who are both students in the Central Bucks School District.
